根据这个新闻的说法,罗马是想要mexes自由转会,上诉国际足联也是为了这个目的:
Mexes move takes new twist

Philippe Mexes's proposed summer move to Serie A side Roma has taken a new twist, with the French League ruling the centre back cannot leave Auxerre for free.
The French international has been a target of new Giallorossi boss Cesare Prandelli to replace the departed Walter Samuel, who has joined Spanish giants Real Madrid, and Jonathan Zebina in the Italian capital club's squad.
On Monday, the French League Commission ruled that the 22-year-old cannot leave the Abbe-Deschamps outfit for free, despite the player's claims that Auxerre had agreed to let him depart this summer.
With two years left on his Auxerre contract, the Ligue 1 club seem determined to claim a fee from Roma for Mexes, but both sides have not yet reached a deal.
Following Monday's news, Roma sporting director Franco Baldini stated they would ask Fifa to rule on the case regarding the highly-rated centre back.
"It isn't the French League's Commission that has the power to decide," Baldini replied.
"As it has always been, Roma will ask a judgement from Fifa."
With Mexes's move to Stadio Olimpico currently on hold, the Frenchman will miss meeting up with the Giallorossi squad for pre-season training on Tuesday.
Despite remaining under contract, Mexes is also not allowed to train with Guy Roux's side either, with the transfer matter still to be resolved.
mexes现在在欧塞尔连训练都没得参加,再这么拖下去他自己都要受不了。估计国际足联最后各打50大板,罗马出点钱,法国放人。
